Youth Substance Abuse Safety Program (YSASP)

Youth who violate Vermont’s underage possession and consumption of alcohol law (7 V.S.A. §656) and/or possession of an ounce or less of marijuana (18 V.S.A. §4230b) are referred by law enforcement to the Youth Substance Abuse Safety Program run by the Court Diversion program in that county.

Participants pay a fee and participate in a substance abuse screening and educational program. Participation is voluntary. If an individual chooses not to participate in the program or fails to complete the program, a ticket is issued and sent to the individual and the Vermont Judicial Bureau.

The Vermont Judicial Bureau levies a fine and informs the Department of Motor Vehicles, which suspends the individual’s driver’s license. Youth may contest the ticket through the Judicial Bureau.
