Overview

The Office of the Attorney General, Medicaid Fraud and Residential Abuse Unit (MFRAU), seeks a talented and motivated individual to assist the Unit in representing the State of Vermont in criminal and civil matters throughout the state. The position requires advanced paralegal work to support up to three attorneys, three investigators, two analysts, and one victim advocate. MFRAU is responsible for investigating and prosecuting (a) fraud by healthcare providers in the Vermont Medicaid program; (b) fraud in the administration of the Vermont Medicaid program; (c) the abuse, neglect, and financial exploitation of individuals who live in Vermont skilled nursing facilities and board and care facilities; and (d) to investigate and prosecute cases of abuse and neglect in "noninstitutional" settings where the abuse/neglect involves a Medicaid recipient. MFRAU also brings affirmative civil claims on behalf of the State to enforce Vermont's laws. Finally, MFRAU works on cases arising under the Vermont False Claims Act involving Medicaid Fraud. The MFRAU is part of the AGO's Criminal Division.

Responsibilities of an MFRAU Paralegal includes, but not limited to:

  • Referral Intake and Processing
  • Case File Management
  • Submission of Case Filings through Odyssey File & Serve
  • Case Discovery
  • Assistance with case investigations, litigation and criminal prosecutions/civil enforcement
  • Case Resolution and Reporting
  • Training and Outreach
  • Assist with Unit Finances, Budget, and Reports
  • General Administrative Duties

Duties are performed with a high degree of independence, but cases are pursued as part of a team. As a member of the team, the selected individual will provide support to MFRAU Assistant Attorney Generals, Investigators and Analysts related to MFRAU investigations and prosecutions. The position is located at the Attorney General's Office at 109 State Street in Montpelier, Vermont, however, some remote work is permitted.

The Vermont Attorney General's Office's Medicaid Fraud and Residential Abuse Unit receives 75 percent of its funding from the U.S. Department of Health and Human Services under a grant award totaling $1,057,724 for Federal fiscal year FY 2022. The remaining 25 percent, totaling $352,575 for FY 2022, is funded by the State of Vermont.

Environmental Factors

Duties are generally performed in office settings. Some work in the field could on rare occasions necessitate travel for which incumbents should have private means of transportation available. Some evening or overtime work may be required. Incumbents must be able to work under pressure, meet tight deadlines, and deal tactfully with the public.

Minimum Qualifications

Bachelor’s degree and one (1) or more years of experience performing administrative duties requiring the use of office automation software, such as the Microsoft Office Suite (Word, Excel, Outlook), Adobe, or similar programs, in a legal or related field.

OR

Associate degree or paralegal degree or certificate and two (2) or more years of experience performing administrative duties requiring the use of office automation software, such as the Microsoft Office Suite (Word, Excel, Outlook), Adobe, or similar programs, in a legal or related field.

OR

High School diploma or equivalent AND six (6) or more years of experience performing   administrative duties requiring the use of office automation software, such as the Microsoft Office Suite (Word, Excel, Outlook), Adobe, or similar programs, in a legal or related field.

Special Requirements

For Positions in the Agency of Human Services, candidates must pass any level of background investigation applicable to the position. In accordance with AHS Policy 4.02, Hiring Standards, Vermont and/or national criminal record checks, as well as DMV and adult and child abuse registry checks, as appropriate to the position under recruitment, will be conducted on candidates, with the exception of those who are current classified state employees seeking transfer, promotion or demotion into an AHS classified position or are persons exercising re-employment (RIF) rights.
