The CJU works closely with the Vermont Network Against Domestic and Sexual Violence, and the Vermont Center for Crime Victim Services on the implementation of Act 11.
Act 11 (2023) allows cases involving domestic and sexual violence to be referred to Community Justice Centers (CJCs) after they have a Memorandum of Understanding with a local Vermont Network Against Domestic and Sexual Violence organization, and the MOU has been approved by the AGO’s Community Justice Unit.
The intent of the legislation is to create a framework for CJCs and Network member organizations to work together to create community-based, victim-centered domestic and sexual violence programming that fosters healing and encourages agency and accountability. In this way, survivors, their family members, and whole communities all stand to benefit from Act 11.
Vermont law does not mandate that CJCs begin offering new programming nor that jurisdictions refer DV or SV cases to their local CJC. Act 11 also does not mandate that victims or survivors engage in restorative processes if those services are made available.
Pursuant to Act 11, the Unit, the Network and the CCVS created guidance regarding memoranda of understanding required by law.
