The Vermont Criminal Justice Training Council has developed a model Fair and Impartial Policing Policy in cooperation with the Vermont Attorney General's Office and other advocates and stakeholders, including the Human Rights Commission and the ACLU.
State law requires every police agency in the state to adopt this policy, or a version of the policy that includes all of its components.
The policy can be found here: https://vcjtc.vermont.gov/content/model-fair-and-impartial-policing-policy.
