The Office of the Attorney General has statutory authority to bring enforcement actions in response to a complaint of a violation of governmental conduct regulated by law when the Executive Director of the State Ethics Commission refers a complaint to the Office, pursuant to 3 V.S.A. § 1223(b)(1).
