In order to sell cigarettes and roll-your-own tobacco in Vermont, all tobacco manufacturers must be certified by the Vermont Attorney General and comply with all applicable statutes. All manufacturers must submit a Certification for TPMs pursuant to Complementary Legislation, by April 30th of each year.
All Participating Manufacturers (“PMs”) and Non-Participating Manufacturers “NPMs” must submit the following Certification Forms:

(“NPMs”) must also submit the following:
- Escrow Agreement that comports with Vermont's Model Escrow Agreement
- 2024 Foreign NPM Importer Acceptance Form (if applicable)
- NPM Surety Bond Form or
- NPM Elevated Risk Surety Bond Form
NPM Escrow Compliance Forms
All NPMs must submit the Annual Compliance Form by April 30th of year:
- NPM Escrow Annual Compliance Form for 2023 Sales
- NPM Escrow Quarterly Compliance Form for Sales in 2024
