The Vermont Attorney General’s Office today announced that David Mumley, 32, formerly of Swanton, Vermont, now a resident of Florida, was sentenced in Vermont Superior Court, Franklin Criminal Division, after entering guilty pleas to misdemeanor neglect of a vulnerable adult, voyeurism, and health care fraud.
From December 2020 to February 2022, Mr. Mumley was paid by Vermont Medicaid and Champlain Community Services (CCS) to provide in-home care to a severely disabled, vulnerable adult. The vulnerable adult lived in the home of Mr. Mumley and his spouse and depended on the couple for feeding, toileting and other personal necessities.
In early 2022, a visitor to the Mumley home informed CCS case supervisors that the vulnerable adult in the Mumleys’ home was suffering from neglect. A resulting investigation by the Attorney General’s Medicaid Fraud and Residential Abuse Unit (MFRAU) found that Mr. Mumley kept the vulnerable adult in unsanitary conditions, exposed to feces, regurgitation, flies and other insects, in soiled clothing and bedding, and surrounded by other waste. These unhygienic circumstances were in sharp contrast to the clean and healthy conditions that the Mumley family enjoyed in the same home.
The investigation also found that Mr. Mumley collected images of the vulnerable adult in various states of nudity and distress, and billed Medicaid for services not provided to the victim. MFRAU’s investigation recovered messages between the Mumleys describing the vulnerable adult in violent and derogatory terms. The vulnerable adult was rescued from the Mumley home in a state of poor health and has subsequently recovered.
The Attorney General’s Office also prosecuted other caregivers for participatory roles in the vulnerable adult’s mistreatment. Two other caregivers, Nicholas and Krystal Grenier, pleaded guilty to misdemeanor neglect and were sentenced in October of 2023.
At the sentencing hearing today, Superior Court Judge Michael S. Kupersmith sentenced Mr. Mumley today to 24 months in custody suspended for a five-year term of probation, a $5,000 fine, payment of Medicaid restitution, and other terms including a bar to any future role as a Medicaid service provider.

The Medicaid Fraud and Residential Abuse Unit receives 75 percent of its funding from the U.S. Department of Health and Human Services under a grant award totaling $1,332,724 for Federal fiscal year FY 2025. The remaining 25 percent, totaling $444,241 for FY 2025, is funded by the State of Vermont.
